The monument is located among thick old spruce trees, in front of the entrance of the State Enterprise "Shipbuilding Plant named after the 61st Communards", which is located along Naberezhnaya Street. The decision to erect this monument right here did not arise by chance, since the plant named after the 61st Communards was the first shipyard in the city. According to many historians, it was at this place that Prince Grigory Alexandrovich Potemkin decided to build the first ships, thereby determining the future fate of the city. The name of the city was given by Prince G. Potemkin himself in honor of the victory, which he won in a battle with Turkish troops near Ochakov on the day of St. Nicholas. A bust of an outstanding figure of the Russian Empire of the 18th century was carved out of labradorite by a young Nikolaev sculptor Viktor Makushin. The monument is made in the classical style, the pedestal and stylobate of the monument are hewn out of the strongest, colored granite of Takovo.
