Monument to Vice Admiral S.O. Makarov was installed in his hometown of Nikolaev in 1976 after the reconstruction of Flotsky Boulevard. The figure of the vice admiral was made of metal by sculptors A. Sopelkin and A. Koptev, and the pedestal was made of polished granite.

Outstanding Russian naval leader, participant in two wars, oceanographer, polar explorer, inventor and shipbuilder, scientist, creator of the first icebreaker in Russia and Vice Admiral Makarov Stepan Osipovich was born on December 27, 1848 in the city of Nikolaev , died on March 31, 1904 near Port Arthur.

S. Makarov was one of the most talented representatives of the Russian navy during the second half of the 19th century. and the beginning of the 20th century. He proved himself not only as a shipbuilding engineer and inventor - an innovator in military affairs, but also as a researcher and scientist. The theoretical work and combat activities in the field of naval affairs of Admiral S. Makarov had a great influence on the development of foreign and domestic naval science. His activity is very closely connected with the city of Nikolaev, despite the fact that during his life he managed to serve not only in the Black Sea, but also in the Baltic. In Nikolaev, according to S. Makarov's drawings, the world's first icebreaker named "Ermak" was constructed.

Unfortunately, the life of the vice admiral was tragically cut short during the Russo-Japanese War. Makarov was appointed chief commander of the Russian Pacific Fleet during the period when Japan was leading the war. But, despite this, the admiral took up the defense of the bridgehead of Port Arthur. The commander-in-chief and his entire crew perished on the battleship Petropavlovsk, which was sank by an enemy mine.

In memory of the Vice Admiral, monuments have been erected in almost all naval cities of Ukraine and Russia. In honor of S.O. Makarov, one of the central streets of the city of Nikolaev was named and a memorial plaque was installed.
