The complex was supposed to embody the idea of the 'modern Roman Empire' in stone on a grand scale. The architectural appearance of the complex became the subject of controversy between the project developers. The Palace of Italian Civilization became the most representative building of the complex. Soon it received the second name"square Colosseum". Other buildings of the complex were also built from materials traditional for Italy – tuff, marble, limestone. The construction of the buildings was based on the principle of stricter rationalism.
