Initially, the institution did not have its own building, so the museum exhibition was housed at the Provincial Statistical Committee. And only in June 1887, on the 300th anniversary of the city, thanks to the initiative of the then Governor V.A. Troinitsky, the laying of the museum building began. The museum was built with funds donated by local residents. The author of this project was the architect P.P. Aplecheev.

At that time the museum consisted of five sections: natural history, general education, ethnographic, archaeological and industrial. Soon the museum was given the status of Provincial. In 1925 the museum was transferred to the building of the Bishops' House, located on the territory of the Tobolsk Kremlin. After the transfer, the museum fund was replenished with collections transferred from the ancient storage and the "Museum of Fine Arts", founded by local artist P. Chukomin.

The modern State Historical and Architectural Museum-Reserve was created in 1961 on the basis of the Museum of Local Lore and objects of the Tobolsk Kremlin. The area of the museum is 18 hectares. It includes thirty-three objects of federal significance. At the moment, there are more than 400 thousand museum exhibits in the funds of the museum-reserve. The most valuable are ethnographic, archaeological and paleontological collections, as well as a photo collection, a collection of old printed and manuscript books, artistic bone carving and a collection of objects that belonged to the royal family.
