Originally, Kuan Su was a small Buddhist pagoda built during the Li dynasty, in the 15th century. The building was erected specifically to receive foreign ambassadors and diplomats.

The construction of the pagoda was carried out in Thosuong district, on An Thap land. In 1934, the headquarters of the Northern Buddhist Association was located here. 11 years later, the pagoda was expanded during the rebuilding. Since 1958, the pagoda has been the headquarters of the Vietnamese Buddhist Association.
