The monument was erected in honor of the fallen fighters against capitalism and fascism in the period from 1923 to 1944. In 1945, the bones of the dead fighters were buried in the Mass Grave on the Turna Tepe hill. Ten years later, the relics of the fighters were moved to the place where the Pantheon is located in our time. Initially, the Mass Grave was a cut off cone with a laurel wreath in the dome. The monument was erected in 1958, and flower beds were planted around it. In September 1958, the relics of the fighters were moved to a tomb awaiting opening. However, at a meeting of the district party committee, the question was raised about the insufficient impressiveness of the monument, as a result, it was decided to change its domed part. Professor Lyubomir Dalchev was engaged in the new project. The composition was made in the form of two fighters, one of whom is wounded, and the other is still fighting. The opening of the monument took place in November 1959. In 1995, the remains of the fighters were handed over to their relatives for burial.
