The monument is located next to the building of the Bulgarian Telephone Agency, on the boulevard Tsarigorodskoe shosse. The monument was erected in 1885 with donations from employees of the third infantry division. In 1942, by order of a Bulgarian fascist officer, the monument was destroyed, but in 1978 it was restored. In 1989, after the Bulgarian Communist Party was ousted from power, not a single state institution took care of the monument. Subsequently, parts of the cladding and metal products were stolen. In 2007-2008, restoration work was carried out here. In February 2008, the grand opening of the monument took place.
