In 1974, not far from the previously existing Utes cinema, an impressive bust was erected to the Bolshevik sailor Vladimir Fedorovich Polukhin, who was a Soviet political figure, and also a participant in the October Revolution and the famous assault Of the Winter Palace. In addition, Polukhin was simply a man of not only legendary, but also tragic fate.

Polukhin V.F. ended up in Murmansk at the end of 1915, which was in the midst of the First World War. At one time, he lost his parents and spent an orphan childhood in one of the orphanages in Riga, after which he went to work tirelessly at the plant. As a young man, he joined the radical movement, taking part in the revolutionary events of 1905-1907. After that, Vladimir Polukhin was drafted to the Baltic Sea Fleet, where he ended up in the school of galvanizers or artillery electricians. After he graduated from school with honors, Polukhin began to go on warships and soon received the rank of non-commissioned officer. In addition, the sailor could not leave his underground activities and became a member of the Bolshevik Party. According to witnesses, Polukhin was a tall and broad-shouldered young man who was engaged in Greco-Roman wrestling, and also enjoyed unprecedented authority and great respect among the team and colleagues.

As soon as the First World War broke out, a large number of human victims, among whom was Polukhin himself. At the time, he was serving as a galvaner on the battleship Gangut of the Battleflot as a galvaner. In 1915 there was a major riot for this reason Polukhin was arrested and demoted to the rank of a sailor, after which he was sent to the Kola Peninsula. In a new place, he had to change his specialty, and he became a telephone operator-telegraph operator, which further contributed to his secret activities.

During the February Revolution, Vladimir Polukhin found himself in the very epicenter of events: he was actively establishing contact with the Bolshevik Central Committee, and also actively promoted the Leninist course. Soon he was elected to the Central Committee of the Arctic Ocean flotilla.

Polukhin took part in the October Revolution and the storming of the Winter Palace, after which he became a member of the All-Russian Central Executive Committee and headed the naval section. Throughout 1918, Vladimir Fedorovich was in Azerbaijan, where he was arrested by the British interventionists. On September 20, 1918, he was shot.

During the celebration of the 30th anniversary of the defeat of German troops in the Arctic in the city of Murmansk, a monument dedicated to V.F. Polukhin appeared, which was installed on the hero's street of the same name. The opening ceremony of the monument took place on October 12, 1974. The authors of the monument are the architect Taxis F.S. and sculptor Glukhikh G.A. The bust was made of bronze and installed on a monolithic base, which was covered with granite slabs. A stylized banner became the background for the whole composition. On the front side of the monument there is an inscription about the date of birth and death of Polukhin - 1886-1918, and on the back side there is a text related to his revolutionary actions.

A huge number of people were present at the opening of the monument: students of the nautical school, pupils of school number 28, numerous employees of "Murmanseldi", who patronized the microdistrict, as well as residents of nearby houses that filled the entire space in front of the Utes cinema. A brass band also took part in the ceremony, which actively supported the festive spirit. As soon as the blanket slid off the monument, everyone began to lay wreaths and flowers at its foot. The fishermen of the production training vessel called "Komissar Polukhin" addressed the participants of the meeting with a congratulatory speech. The end of the action took place with folk festivities, which were accompanied by dances and a concert.

For several decades, the monument was regularly updated, and on holidays various ceremonies were held here. After the demolition of the cinema, the monument ended up in a deserted place and began to deteriorate rapidly, but after its partial restoration, the bust itself was stolen. Then the bust was restored from concrete and covered with paint. Today the memorial is in good condition.
