In the second half of the 18th century, a building with a lime park appeared in the Klov tract, which later gave the name to the Lypky district of Kiev. This building was originally intended for those honored guests who visited the Lavra.

The construction was carried out under the leadership of the Petersburg master Pyotr Neyolov and the Kiev architect Stepan Kovnir (the latter, contrary to the original project, managed to introduce elements inherent in Ukrainian folk architecture into the design and composition of the palace), which were tasked with building chambers, where Empress Elizaveta Petrovna could stay during her stay in Kiev. In between visits, the building was supposed to receive the higher clergy.

However, since the palace was ignored by the crowned persons, the palace was used for other needs. So, at first, the Lavra's printing house was located here, then a military hospital. At the beginning of the 19th century, the first Kiev gymnasium was located in the Klovsky Palace, which stayed here until 1857. The gymnasium was replaced by a women's religious school. During the Civil War, the palace was destroyed, but it was rebuilt already in the 30s. From the beginning of the 80s, the palace housed a museum of the history of Kiev, until at the beginning of the 21st century it was given to the Supreme Court of Ukraine.

During its existence, the Klovsky Palace has been repeatedly reconstructed. So, at first the palace was two-story, but in 1863 the third floor was added to the palace. Many minor changes to the interior layout were made during the restoration of the palace in the 30s, but the most radical was the reconstruction in 2003-2009. During the last reconstruction, not only was the original interior completely changed, the layout of the palace premises was radically changed, but even the facade of the building underwent metamorphoses.
