The museum in the city of Kargopol was founded in 1919 by the tradesman Kapiton Grigorievich Kolpakov (1845 - 1922), who became its first head. The museum's expositions are based on items from its private collection: porcelain products, portraits, weapons, old manuscripts and much more. According to the agreement between the district department of public education and K.G. Kolpakov, more than six hundred items were donated to the museum. This agreement was signed on March 27, 1919, from this day the history of the museum in Kargopol begins.

At first the museum was located at the place of residence of K.P. Kolpakov. After his death, in 1923, the Church of the Exaltation of the Cross was transferred to the museum, where the museum's exhibits were more accessible to the public. After ten years, in 1933, the museum was transferred to the building of another church - Vvedenskaya.

Since the twentieth year, most of the values from those churches that were closed went into the museum collection, there were also books, church utensils, old icons. The collection of the museum was replenished with household items from the rich families of Kargopol. The Nativity of Christ Cathedral was used to store valuable items; it was handed over to the museum a little later, this happened in 1936.

From the moment of its foundation and until the eighties, the museum had one exhibition hall, located in different buildings as the museum moved. After the transfer of the Church of Zosima and Savvaty to the museum, as well as the Trinity Church, the number of exhibition halls increased. During the nineties, the following were added to the museum: architectural ensembles of the villages of Lyadiny, Saunino and Oshevsk, house of the tradesman Blokhin. Already in 2004, the house in which the timber merchant Wager lived was included in the museum.

Throughout its history, the museum has repeatedly changed its status. Until 1927 the museum was an art-historical one. In the period from 1928 - 1992 it was listed as a regional museum of local lore. Since 1992, after reorganization, it has become a historical, architectural, art museum-reserve. And finally, in 2001, after receiving the status of a state museum, it received its current name, became known as the Kargopol State Historical-Architectural and Art Museum.

Currently, the museum has fifteen objects, among which twelve belong to architectural monuments of federal importance. The funds of the museum have about 42 thousand items, more than half of which belong to the main fund.

A lot of scientific work is being done in the museum. Since 1996, it has hosted scientific conferences, the results of which are highlighted in special collections. On the basis of the Kargopol Museum, scientific research of the history and cultural heritage of these places is carried out. In 2001, work began in the regional program "Culture of the North" and the federal program "Culture of Russia", within the framework of which restoration work is being carried out at the objects of the museum.

The beginning of 2003 was marked by the creation of a choir of sacred music, with poetic the name "Svetilen". The choir is represented by the city's creative intelligentsia. Already in 2009, the choir earned the title of People's Amateur Group.

On the basis of the museum, the only winter festival of bell art in the Russian Federation is held, with the appropriate name "Crystal Ringing". The festival takes place every year on the big Orthodox feast of the Epiphany of the Lord from January 17 to 19.

In 2006, an open area was opened on the territory of the museum, where the Museum Courtyard project was implemented.

In the museum There is a permanent exhibition where you can see, touch and buy products of Kargopol masters, as well as buy souvenirs and printed products.
