German colonists have left their mark on the architecture of Saratov since the 1760s, setting up their colonies on the left and right banks of the Volga. By the decree of Catherine II of 1762, settlers who settled in colonies were exempted from taxes for thirty years and enjoyed an interest-free loan for a period of ten years. Having settled in Saratov, the German diaspora was strong and numerous until the revolution, this is confirmed by the central street of the city - Nemetskaya (now Prospect Kirov). This led to active economic and trade relations between the Saratov province and Germany. In order to streamline this activity and speed up the preparation of the necessary documentation for concluding various transactions with German entrepreneurs, it was decided to establish a German consulate in Saratov, for which it was decided to build a separate building.

The building, characteristic of the German resettlement culture, appeared in 1908-1910 on Dvoryanskaya Street (now Rabochaya Street). The project was completed, according to some sources, by the architect M.G. Zatsepin. The consulate building is made in the Art Nouveau style with elements of Western European Gothic, devoid of any decor and chic. Solid facing brick, roof tiles, small turrets, arrow-shaped fence posts and a small cockerel weather vane (symbolic for this kind of buildings).

Since 1933 - the department of Osoaviakhim was located here, in 1951 it was replaced by DOSAAF and the city flying club, in which from 1954 to 1955. Yuri Gagarin studied, as well as 26 heroes of the Soviet Union. In the 1980s and 1990s, there was an attempt to organize an urban German club, but due to lack of funds, they were forced to abandon the historic premises. In 1993, the Saratov branch of an oil and gas company moved into the building, which carried out major repairs and continues to be in this building to this day.
