The villa of Haim Frenkel was built in 1908 according to the idea of the owner of the leather goods factory, Haim Frenkel. The villa was supposed to be home to a family of a leatherworking master. The Frenkel family lived here for many years, but it so happened that in 1920 a Jewish private gymnasium appeared in the villa, which was there until 1940. During World War II, a German hospital was located here, and then a Soviet hospital.

In 1994, a museum was opened in the house. The palace houses two exhibitions: one dedicated to the province of the 19th and 20th centuries, and the other to the Jewish cultural heritage in Siauliai. The building has two living rooms: Blue and Yellow, three exhibition and interior rooms, and a library. Museum work is carried out by galleries: "Royal", "Art of the East" and "Noble portraits".
